If you are at all interested in video conversion or really any video modification at all (resizing, cropping, deinterlacing, cutting, etc), you are most definitely going to need Avisynth. It's freeware, you can download Avisynth here, and find out more details here. You'll find details on the plugins commands and such in the wiki.
You'll want this for camcorder video conversion, .m2ts, avchd, mpeg2, mpeg4, divx, etc. You'll need it for use with encoding/decoding programs like DGAVCDec, MeGui, DGIndex, DGDecode, and many others.
As I write this, version 2.5.7 is the latest, but there is a new release candidate available.
